Section Manager of Planning
Port Authority is seeking a Section Manger of Planning to oversees planning priorities and activities within the Planning and Service Development Department. Advances the priorities of the long-range plan through corridor and place-based planning projects, and policy and program development. Assists the Director of Planning and Service Development with Departmental tasks, presentations, and strategic direction. Manages the Planning staff team.
Essential Functions• Manages the daily activities of the Planning Section of the Department. Establishes and aligns departmental and individual goals and objectives with corporate goals. Evaluates performance and promotes growth through mentoring and development. • Works with Planning and Service Development Management team to ensure collaboration across teams within the Department and looks for opportunities for efficiency of work efforts. • Directs and evaluates studies of major transit corridor and place-based (transit-oriented community) investments, which include, but are not limited to, analysis of alternatives, environmental analysis and community interface, and development of public consensus for these investments. Works with the Senior Director to prioritize these projects based on the Strategic and Long-Range Plans and acquire grant funding to support said projects.
Job Requirements
• BS Degree in Planning, Community Development, Transportation, Public Policy or directly related field from an accredited school. Directly related experience may substitute for education. • Minimum of seven (7) years of progressively responsible experience in Planning. Experience may be substituted by advanced education on a year for year basis. • Minimum of two (2) years of supervisory experience. • Demonstrated ability to develop/interpret statistical/analytical studies, and to describe this information orally and in writing. • Demonstrated ability to draft work plans and projects for internal staff or consultants to carry out. • Demonstrated ability to effectively present planning project information to Senior-level audiences such as Senior Staff or the Authority’s Board. • Demonstrated ability in the use of modern office software such as the Microsoft Office package. • Understanding of the principles of GIS and other transportation planning applications.
Preferred Attributes
• Masters’ Degree in Urban Planning, Community Development, Public Policy, Public Affairs, Transportation Planning or related field from an accredited school. • Active AICP Certified Planner credential. • Two (2) years of supervisory experience. • Experience with traffic engineering.
