Director of Strategic Planning
Port Authority is seeking a Director of Strategic Planning who will be responsible for developing and implementing an enterprise performance approach, using data and analytics, to support Port Authority’s current and future operations, planning, and capital projects. These functions would be performed to identify innovative opportunities to lower organizational costs, develop and maintain enterprise management tools for executing organizational plans, expand Port Authority’s funding toolkit, and serve as the organization’s Champion for establishing and meeting performance goals and measures. This position will provide leadership and direction to staff in implementing strategic planning initiatives and objectives. Advises and collaborates with the Leadership Team, Directors, and Managers on program management strategies for financial sustainability, interagency coordination, policy development, decision support systems and data programs. The incumbent will oversee major organizational initiatives based in Strategy; knowledge management framework, organization risk assessments, change management processes and represent agency interests at public hearings, board/council meetings and regional transportation forums.
Essential Functions• Engage in long-range strategic planning on planned and prospective agency capital projects. • Quantitative data analysis to support Port Authority operations, planning, and project development. • Management of strategic initiatives such as, but not limited to, grants administration, value capture and/or joint development strategies, and similar long-range strategic initiatives.
Job Requirements
• Bachelor’s degree in business, planning, public administration, organizational leadership, or a related field is required. • Minimum of five (5) years of professional experience leading key business activities related to strategy improvements, risk assessment and mitigation, project management, contract administration or budgeting and scheduling. • Minimum three (3) years of staff supervisory experience is required; emphasis on transit operations is preferred. • Knowledge of laws, ordinances, rules, and regulation related to transportation and standards for public works and public transportation. • Knowledge of advanced enterprise performance management; methods and techniques of tracking, recording, and presenting statistical data. • Knowledge of project life cycle of conceptualization, planning, execution, and termination. • Ability to define problem areas and evaluate, recommend, and implement alternative solutions to resolve complex organizational challenges. • Ability to establish cooperative relations with staff, contractors, consultants, technical committees, community and industry organizations, representatives of federal, state, regional, and city agencies and the general public. • Ability to lead a team of diverse individuals though successful implementation of special projects and initiatives. • Knowledge of project scheduling and budget administration. • Strong written and verbal communication skills; strong listening skills. • Strong presentation skills and the ability to communicate to groups; ability to convey technical information to non-technical audiences. • Exceptional strategizing, decision-making, and problem-solving abilities. • Ability to work well without close supervision and demonstrates initiative. • Ability to manage stress in fast-paced work environment.
